Shopping like a Democrat, or Republican

Black Friday: It?s a day in which most American citizens put aside politics in pursuit of shopping bargains. But in Washington we can sort almost anything in the US in terms of partisan proclivity, and temples of commerce are no exception. Want to know whether the big box store where you?re waiting in line leans Democratic or Republican? The folks at the invaluable Center for Responsive Politics have compiled a handy guide based on campaign contributions.

Toys R Us, for instance, seems a solidly blue store. Self-identified employees of the store gave $39,000 to political candidates in the 2012 election cycle, and $36,000 of that went to Democrats.

Dig into the numbers though, and you?ll see that Toys R Us is not so much Democratic as Klobucharian. All that $36,000 went to one candidate, Sen. Amy Klobuchar (D) of Minnesota. (That?s kind of odd, isn?t it? The retailer?s corporate headquarters are in New Jersey.) Other than that, Mitt Romney got $1,750 from Toys R Us workers. President Obama got zilch, according to CRP?s Open Secrets blog.

Macy?s employees, on the other hand, were big Obama fans. They donated $28,870 to the president?s reelection campaign, as opposed to $16,390 to GOP nominee Mr. Romney. This Democratic lean was counterbalanced to a certain extent by the store?s corporate political action committee, however. (Toys R Us doesn?t appear to have a central PAC.) Macy?s PAC gave $12,000 to Republicans, and $4,000 to Democrats.

Best Buy seems more of a red retailer. Both it s employees and the company?s PAC had a slight preference for Republicans, according to CRP. Store employees gave $17,662 to Democrats and $22,419 to the GOP, for instance.

But there?s Senator Klobuchar again ? she?s the individual candidate to whom Best Buy-related entities donated the most. Yes, she?s chairperson of a Senate Commerce subcommittee on competitiveness, so that might have something to do with it. Maybe the money comes due to her political affiliation with Minnesota?s Gov. Mark Dayton? Governor Dayton is the scion of the Dayton retail empire, which among other things founded Target.

Hmm, we see that Target leaned GOP as well, so maybe that theory isn?t right. Of the store?s $483,777 in individual and PAC contributions, the majority went to the right side of the aisle, according to Open Secrets. And the top recipient is not Sen. Klobuchar, but Rep. Eric Paulsen ? a Twin Cities Republican.

Then there?s Wal-Mart. Sam Walton?s empire has a major presence in politics compared with its big box brethren. Its employees and PAC gave $2.7 million to candidates in the 2012 cycle.

Employee donations skewed Republican ? which might not be surprising, since Wal-Mart is a big employer in the exurban/rural areas where Romney ran strongly. The firm?s PAC gave roughly equal amounts to candidates of both parties, however. That might be because Wal-Mart lobbies hard in Washington and needs relationships on both sides of the aisle.

In fact, Wal-Mart has spent more than $12 million on lobbyists in the past two years. It has its own Washington office, with 15 employees, and pays hundreds of thousands of dollars in retainers to such top outside lobby firms as Patton Boggs and the Podesta Group.

The firm?s No. 1 issue is sales taxes ? specifically, getting states to slap sales taxes on web retail. Rep. Steven Womack (R) of Arkansas, whose district includes Wal-Mart?s Bentonville headquarters, has long pushed national legislation that would force out-of-state online retailers to collect sales tax. He?s one of the top recipients of Wal-Mart campaign contributions.

?The traditional brick and mortar retailer is not asking for special treatment. They know they have to compete against a number of consumer criterion. What they don?t want ? and should not compete against ? is a disadvantage based on a tax loophole,? said Congressman Womack earlier this year during a Judiciary Committee hearing on the issue.

Early start to Black Friday shopping frenzy

NEW YORK/BLOOMINGTON, Minnesota (Reuters) - The U.S. shopping frenzy known as "Black Friday" kicked off at a more civilized hour, with shoppers welcoming decisions by retailers such as Target Corp and Toys R Us Inc to move their openings to Thursday night.

They also seemed to show little concern that the U.S. economy could be pushed over a "fiscal cliff," if a combination of tax hikes and spending cuts take effect in January. Economists worry that unless U.S. President Barack Obama and Congress don't agree on a plan, the economy could fall into another recession.

The National Retail Federation expects sales during the holiday season to grow 4.1 percent this year, not as strong as last year.

"I think spending is better for the economy. I think you should spend. If you save all your money that will only make it worse," said Saiful Islam, 21, a New York accounting student who stood in line at Best Buy to purchase a television, a laptop and a PlayStation. "The line is bad, but the deals are good."

According to a Reuters/Ipsos poll, two-thirds of shoppers were planning to spend the same amount of money as last year or were unsure about spending plans, while 21 percent intended to spend less, and 11 percent planned to spend more.

"I definitely have more money this year," said Amy Balser, 26, at the head of the line outside the Best Buy store in the Mall of America in Bloomington, Minnesota. "I definitely don't think (the economy) has bounced back anywhere near as much as it needs to, but I see some improvement," she said.

STARTING EARLY

Across the country, store lines were long - in the hundreds or more in many places - though the move toward earlier opening hours appeared to have helped.

While the shift was denounced by store employees and traditionalists because it pulled people away from families on the U.S. Thanksgiving holiday, many shoppers welcomed the chance to shop before midnight or in the early morning hours.

"I think it's better earlier. People are crazier later at midnight," said Renee Ruhl, 52, a hotel worker, at a Target store in Orlando, Florida, where she was already heading to her car with an air hockey game in her shopping cart 2-1/2 hours before the chain opened last year.

Others were not as happy with an earlier Black Friday.

A petition asking Target to "save Thanksgiving" had 371,606 supporters as of Thursday afternoon.

Some workers used the day to send a message.

OUR Walmart - a coalition of current and former Wal-Mart staff seeking better wages, benefits and working conditions - has staged months of protests outside stores and targeted "Black Friday" for action across the country.

HIGH STAKES

The stakes are high for U.S. retailers, who can earn more than one-third of their annual sales during the holiday season, which generally starts with Black Friday.

The National Retail Federation said 147 million people would shop Friday through Sunday, when deals are at their most eye-catching - down from 152 million the same weekend last year.

Wal-Mart Stores Inc's U.S. discount stores, which have been open on Thanksgiving since 1988, offered some "Black Friday" deals at 8 p.m. on Thursday and special deals on certain electronics, like Apple Inc iPads, at 10 p.m.

The earlier hours lured people who had not braved the crowds before on Black Friday, said Jason Buechel, a senior executive in the retail practice of consultancy Accenture, in observing mall activity.

Retailers also made things more orderly.

"There's no stress, no bustling, no people busting down doors," said Richard Stargill, a 43-year-old construction worker from New York, referring to incidents such as the 2008 death of a Walmart worker, trampled by a mob of shoppers.

For Edward Segura, 50, at a Target in Tucson, Arizona, with his wife Belinda, 44, and their daughter, the earlier hours were a blessing.

"We'll shop tonight and tomorrow is freed up for enjoyment. I get to play golf and we're going to a football game later," said Segura. "My wife thinks of this as the Super Bowl of shopping, but I'd rather do something else."

Like many Black Friday shoppers, Segura was looking at televisions. But electronics were not the only hot sellers.

At Macy's in Herald Square in Manhattan, the line at the Estee Lauder counter was four deep shortly after its midnight opening. The cosmetics department's "morning specials" included free high-definition headphones with any fragrance purchase of $75 or more, and a set of six eye shadows for $10.

At the Target on Elston Avenue on Chicago's Northwest side - known as one of the highest-volume stores in the chain - the $25 Dirt Devil vacuum that normally goes for $39.99 was sold out, though there were still several large televisions available. Items such as towels for $2, blankets, kids' slippers and pajamas were hot sellers.

At 2 a.m. CST (0800 GMT), Mall of America was poised to beat the record number of shoppers - 217,000 - that came on the same day last year, according to mall spokesman Dan Jasper.

The day is also a test for retailers shifting strategies, like J. C. Penney Co Inc, which has been suffering from plunging sales as it moves away from coupons toward lower pricing and specialized boutiques within stores.

Amina Kebbeh, 18, of the Bronx, New York, was on line for the 6 a.m. EDT (1100 GMT) opening of Penney's Manhattan store. Others stood with her, though the line was relatively tame, compared to larger stores and those that opened earlier.

"If they remove the coupons, no one is eager to come," she said.

Deployment of Patriots to Turkey could take weeks

BRUSSELS (AP) ? Even if NATO quickly approves Turkey's request for the deployment of Patriot missiles on its border with Syria, winning parliamentary approval, selecting sites for the air defense batteries, and transporting them there mean they probably wouldn't be operational for weeks.

Germany, the Netherlands and the U.S. have the advanced PAC-3 model Patriots that Turkey wants to intercept ballistic missiles, but if they come from the two European countries, their parliaments may have to vote on that first.

NATO said Wednesday it will consider Turkey's request "without delay," and next week a NATO team will visit the alliance member for a site survey to consider a deployment. Officials say the Patriots would probably be sent by sea.

Syria's civil war has left Turkey the target of artillery and mortar fire.

Holiday Gift Guide: Giada for Target Helps with Holiday Entertaining ...

Happy Thanksgiving!? How?s the cooking come along?

Holiday cooking and baking is one of my favorite things.? I love spending some quality bonding time in the kitchen with my mom and sisters; it?s the best time to talk about our families and all of the fun things that are going on during the holiday season.? It also makes all of the entertaining we have to do less stressful because we actually enjoy the time together!

I was ecstatic when I was asked to try some items from the Giada for Target line.? Not only do I love to try new baking and cooking gear, but I just love Giada!? I was sure she was going to have some quality and user friendly items and I couldn?t wait to try them.

I received her bakeware and kitchen tool set, as well as some black olive tapenade and an herb foccacia bread kit.? It felt like Christmas came early!? Here is what it included:

Let the festivities begin!

Since I am in charge of the Brussels sprouts for Thanksgiving and Christmas dinner in my family (I?m sorry for those of you who do not like them, you are really missing out!), I decided to first use the baking sheet for baking them.? Usually, I line my baking sheet with aluminum foil for an easy cleanup, but I wanted to test this baking sheet so I put everything directly on the cooking sheet.

The pan cooked my Brussels sprouts beautifully, the sheet never once tweaked in the oven (I have that issue a lot with my other sheets), and it was so easy to clean after ? I won?t ever use aluminum foil again!? I loved it.

I made some muffins for breakfast since my husband loves them so much and the muffin pan was easy to clean as well.? I didn?t use cupcake holders and they came out of the pan really easily.? I also used the ice cream scoop to put the mix in the muffin cups and it worked beautifully!? I loved how easily it came off the spoon with the lever feature.? I usually prefer the more simple gadgets, but I love this extra feature that makes scooping your baking treats so much easier and less messy!

I used the baking rounds to make Giada?s yummy Herb Foccaccia Bread and it was delicious!? So easy, too.? All I needed was a little bit of Olive Oil and the rest is already in the box! ?I used the pizza wheel to slice the bread and it was perfect.? I love the convenience of a good pizza wheel!? And once again, the round tin was another easy-to-clean item!? Can you tell what things are important to me?? My sister is the cheesecake baker in our family so I am bringing her the springform pan to use on Thanksgiving day.? Judging by the way the other items worked, I?m sure it will be great!

Her kitchen gadget set also comes with her delicious marinara sauce recipe, which I decided I had to try.? I got to use the peeler for the carrots and the can opener for the canned crushed tomatoes.? Both worked beautifully.? I loved how easily the peeler peeled the carrots ? very little pressure needed for a clean peel, and the can opener was super simple to use and had a really nice grip to it.? I think my old peeler and can opener are going to be moved to the camping box to make room for these new beautiful stainless steel gadgets in my kitchen for everyday use.

I not only used the pizza wheel for the bread, but also for making my first lattice pie!? It cut really nice and clean lines that allowed the dough to separate without ripping.? I had to beat an egg as well for it so I got to use the silicon whisk.? I love the fact that it is silicon because I have a few recipes that require whisking but you can?t use a wire whisk or a fork, so this is perfect and so much more versatile.

I have to hand it to my girl, Giada.? She knows her stuff in the kitchen and she has definitely made it better for us with her new line at Target.? It?s great that such respected chefs will make affordable products for everyone to use that work great!? I mean, if you watch food shows, I?m sure you know and love Giada, but even if you don?t, I?m sure you love Target!

'Dirty Jobs' canceled after 8 seasons

After eight successful seasons, Discovery Channel has canceled "Dirty Jobs." The news comes just five days after the network announced that another once popular show, "American Chopper," would be ending after 10 seasons.

Creator and executive producer Mike Rowe, who has been hosting the show since 2003, shared the news via a Huffington Post blog entry Nov. 21.?

"Whenever?'Dirty Jobs' goes off the air for a few months, people start to wonder if the show has been canceled. Rumors begin to swirl, and questions about the show's future fill my inbox. Over the years it's been my pleasure to assure anxious fans that 'Dirty Jobs' is coming back for another season. And indeed, we always have. Alas, this year, I'm afraid I cannot dispel the rumors," he explained. "A few weeks ago, I was officially informed that 'Dirty Jobs' had entered into a new phase. One I like to call, 'permanent hiatus.' Or in the more popular industry vernacular, canceled."

Rowe, 50, admitted it's difficult for him to "imagine a future that does not involve exploding toilets, venomous snakes, misadventures in animal husbandry, and feces from every species."

Though "Dirty Jobs" was once one of Discovery Channel's highest-rated programs, its viewership has declined in recent seasons.

"I can't say that "Dirty Jobs" never jumped the shark (since I literally leaped over one in season two), but I'm proud to say it's still the same hatchet. The last episode looked pretty much like the first. We didn't become something we weren't," Rowe wrote. "We never shared the sewer with Paris Hilton, and we never invited you to 'tune in next week for a very special 'Dirty Jobs.' We stuck to the mission statement. We stayed small. We worked hard. And we had a hell of a good time. It was as they say, a very good run."?

Rowe, who will still narrate Discovery Channel's?"Deadliest Catch,"?promised fans that he has other "good things in the works. Not as dirty perhaps, but exciting nevertheless. I'm looking forward to the future, and feeling grateful for the past."?

'Lincoln' makes backroom politics fascinating

REVIEW: Don't expect Steven Spielberg's "Lincoln" to shake the screen with the action of "Jurassic Park" or "Saving Private Ryan." But that doesn't matter. The biopic is an engrossing look at what exactly our beloved sixteenth president had to do to get enough votes in the House of Representatives to abolish slavery.

It sounds like a tough sell for a Spielberg film. Marvel -- as congressmen are bribed with promises of jobs! Gasp ?-- as they quietly mull their options! Thrill -- as a politician debates about crossing party lines! But this is Spielberg we're talking about, and the gifted Daniel Day-Lewis as Honest Abe, and the entire package is so well-wrapped that two and a half hours of politicking fly by.

You can't help but think Day-Lewis will be a major contender for a best actor Oscar. It's easy to convince yourself that the real Lincoln was quite a bit like he's portrayed here. Day-Lewis carries a sad gravity with him -- he's not only trying to steer the country through a war that split it in two, he's still grieving the loss of son Willie three years prior. But he's still a gentle genius who spins out stories that manage to both entertain and educate his audience at the same time. If Lincoln wasn't like that in real life, he surely is in the enshrined images we hold of him.

While Day-Lewis sinks into his character and is almost unrecognizable, Sally Field as his wife Mary Todd Lincoln remains undeniably Sally Field. Her voice and look are distinctive as ever, but she does help you understand the much-maligned first lady, who was all but broken by her son's death. (A line she delivers saying she knows history will judge her for that felt a bit too 2012, but this is Spielberg after all.)

Tommy Lee Jones, David Strathairn, James Spader and Hal Holbrook also have memorable roles, and Joseph Gordon-Levitt's turn as son Robert Todd Lincoln is brief if bright.

?"Lincoln" will likely live on long after it leaves theaters -- it deserves to be shown to American history classes for years to come.?If political schmoozing and backroom debating was really this interesting in the 1860s, it's a shame there wasn't some primitive version of C-SPAN in those tobacco-spattered, smoke-filled Capitol backrooms.

Turkish President says NATO mulling missiles for Turkey

ANKARA (Reuters) - Turkish President Abdullah Gul confirmed on Thursday that Ankara was in talks with NATO about deploying a defence system on its soil to counter a potential missile threat from Syria.

NATO-member Turkey has already bolstered its own military presence along the 910-km (560-mile) border and has been responding in kind to mortar shells hitting its territory as a result of fighting between Syrian government forces and rebels.

A senior Turkish foreign ministry official told Reuters on Wednesday Ankara would be imminently lodging an official request with NATO to station Patriot missiles along the shared border to guard against more violence spilling over.

Speaking to reporters on Thursday, Gul said Turkey had no intention of going to war with Syria but that it wanted to take steps against any possible threat from its southern neighbor.

"When these type of potential dangers are out there, all the necessary precautions are taken. One of these precautions is to take measures to counter ballistic missiles, medium and short-range missiles," Gul told reporters.

"Therefore, for defensive purposes ... these types of contingency plans, have for a long time been considered within NATO," he said.

The alliance has deployed Patriot surface-to-air missiles to Turkey twice before, once in 1991 and later in 2003, during both Gulf Wars. The missiles were provided by the Netherlands.

NATO says it has not yet received a request from Turkey but that it would consider any demand at the North Atlantic Council, the alliance's most senior political governing body.

U.S. State Department spokeswoman Victoria Nuland said on Wednesday that the issue of Patriot missiles had been discussed within NATO for "some time" and that a request from Turkey to deploy them would not be "surprising".

"As you know, in the past we have reinforced Turkey with Patriots. So we will await a formal request and then NATO will deliberate. But we're obviously looking at the full range of things to ensure that Turkey remains safe and secure," she said.

CIVILIANS WOUNDED

Turkey is becoming increasingly concerned about security along its shared border with Syria and has already summoned its NATO allies twice this year over the issue, saying the alliance had a duty to protect its own frontier.

Turkey's military has been firing at government military targets inside Syria in response to mortar rounds launched from its southern neighbor that have landed on its own soil since five civilians were killed in a Turkish border town last month.

In the latest cross-border incident, two Turkish civilians were wounded on Thursday by gunfire from Syria in the border town of Ceylanpinar in southern Hatay province, a Turkish official said.

The two civilians, a woman and a young man, were struck by stray bullets fired from the Syrian town of Ras al-Ain just across the border where Syrian rebels are fighting government forces.

Turkey's Chief-of-Staff has said his troops would respond "with greater force" if shells continued to land in Turkey, and parliament last month authorized the deployment of troops beyond Turkey.

But Ankara is reluctant to take any unilateral military action inside Syria and while Washington has vowed to stand by Ankara, it has found itself increasingly isolated and frustrated by a lack of international consensus on how to end the conflict.

Ankara has this year twice invoked Article 4 of the NATO charter which provides for consultations when a member state feels that its territorial integrity, political independence or security is under threat.

Turkey, which turned against Syrian President Bashar al-Assad after the popular revolt against him began last year, has allowed Syrian rebels to organize on Turkish soil and is sheltering more than 110,000 Syrian refugees in camps.

German experts lower growth forecast, urge cuts

(AP) ? The German government's independent economic advisors are lowering their growth forecast for next year and urging the government to reduce spending.

The experts said Wednesday the economy will grow by only 0.8 percent next year as the European debt crisis weighs on the outlook of the bloc's biggest economy.

They say in their report handed to Chancellor Angela Merkel and Finance Minister Wolfgang Schaeuble that the government "must be significantly more ambitious" in slashing its deficit.

Germany has seen tax revenues rise to new records amid robust growth and low unemployment but, as other eurozone countries falter, its economy is slowing.

The government last month lowered its 2013 growth forecast to 1 percent from 1.6 percent. It expects 0.8 percent growth this year.

THE RACE: Both Obama, Romney cite new jobs data

For President Barack Obama, the final government jobs report before Election Day could have been worse. It also could have been better.

The Bureau of Labor Statistics announced solid job growth of 171,000 workers in October and said hiring was stronger in August and September than first reported.

But the unemployment rate ticked up slightly to 7.9 percent from 7.8 percent. That was mostly due to an increase in those seeking work ? but it handed fresh ammunition to Republicans.

Republican challenger Mitt Romney called it "a sad reminder that the economy is at a virtual standstill."

"Unemployment is higher today than when Barack Obama took office," he told a rally in West Allis, Wis. "Think of that."

The jobless rate was 7.8 percent in January 2009 when Obama was inaugurated, but has been trending down since peaking at just over 10 percent in late 2009.

Economists suggested the October jobs survey ? along with recent improvements in retail sales, consumer spending and manufacturing ? show a slowly but steadily recovering economy, not one at a standstill.

The new numbers allow Obama to dodge the bullet that a truly bad jobs report could have presented just four days out.

At a rally in Hilliard, Ohio, the president said the new report shows "real progress," the best in eight months, but added that, "We know we have more work to do."

There may not be many voters swayed by Friday's report. Some 23 million Americans have already voted either by mail or in person, and polls show an ever-shrinking number of the truly undecided.

But that also makes the remaining few even more coveted as Obama and Romney engage in final whirlwind cross-country weekend dashes through battleground states to win over wavering voters and to energize core supporters.

Soaked UK could be set for floods

Soaking Britain may be in for a new bout of flooding in coming months, the Environment Agency has warned.

Rivers are full after the wettest April to June on record, followed by more rain in July, September and October.

The earth is saturated and in many areas there is no more space left in aquifers to store water that seeps through from the surface.

The agency warns that people should be ready for floods even with relatively small amounts of rain.

They warn of increased risk of river flooding in November and December, especially in the south-west and northern and western parts of England and Wales.

Devon, Dorset and Hampshire are also vulnerable to flooding from water coming up through the soaking ground because groundwater in aquifers moves much more slowly than surface water, and will take more time to flow away underground.

Pete Fox from the Environment Agency says "even modest amounts of rain could lead to flooding"

Sarah Jackson, the Met Office's chief adviser to the government, said: "We are heading into the winter period which is traditionally the wetter period of the year in the UK.

"Because the ground is so wet, if we do have any prolonged heavy rainfall in any part of the country, there is going to be heightened risk of flooding."

With regards to areas at risk of flooding, Peter Fox - of the Environment Agency - said it was most concerned about south west England and Wales.

"It has been a topsy turvy year for us. Our experts were very surprised by the results of the summer rain," he told BBC Radio 4's Today programme.

The agency said more than 1.1 million people are signed up to receive its flood warnings - which can be sent by email, text, or a message to a landline or mobile phone.

First appeal against traffic law by driver | Costa Rica News

Roxana, Tortilla Campos became the first citizen to present an appeal against the traffic law on Friday 26 October, it was confirmed through the Center of Legal Information of the Constitutional Court.

The appeal challenges the Articles 145 and 146 of the law penalizing driving at excess speed. Specifically, the appellant submits there is not enough signage to notice what are the speed limits in the ring road.

The resource has not been admitted, but if it has enough evidence, could void the financial penalty that the traffic officer, imposed to punish the driver for speeding.

The law states that anyone traveling at 30 kilometers per hour over the speed limit is subject to a fine of 94,000 colones. If excess outside mph over the limit the fine is 47,000 colones. In both cases, the penalty would not affect the score of the license.

Weeks ago, a report filed by Justice Jose Manuel Arroyo of Division III to the Court warned that the current Traffic Law contained several elements that made it vulnerable to legal resources and actions of unconstitutional.

According Arroyo is difficult to anticipate the reaction of the drivers and the application of new fines could generate a wave of appeals or unconstitutional actions, but notes that the text is not free to engage in constitutional friction.

In the wake of Hurricane Sandy, the Federal Emergency Management Fund (FEMA) has enough funding for disaster relief, but it may come up short for the federal flood insurance program, MHProNews has learned from CNNMoney. The National Flood Insurance Program (NFIP) paid out $1.8 billion following Hurricane Irene last year, but the tab this year is expected to run in the multi-billions, although it is too early to know the actual figure. FEMA still owes $18 billion to the Treasury Department for Hurricane Katrina, and while it has access to $3.8 billion, Congress may have to add funding to the program. Private insurers do not sell flood insurance. People in the Northeast are less likely to buy flood insurance than those living in the hurricane-prone South. However, since Hurricane Irene hit last year, 14 percent of homeowners living in the Northeast bought federal flood insurance, an increase from five percent in 2011.
