Sen. Feinstein introduces stringent assault weapons ban, foresees ...

Sen. Dianne Feinstein proposes new federal ban on some assault rifles and semi-automatic weapons, as well as ammunition magazines that hold more than 10 rounds.

The federal assault weapons ban proposed Thursday by Sen. Dianne Feinstein, D-Calif., would be more restrictive than the one that expired nearly a decade ago, which was criticized by gun-control advocates as being full of holes.

"It?s much better," said Josh Horwitz, executive director of the Coalition to Stop Gun Violence. "It?s a huge improvement."

The last ban prohibited 19 varieties of semiautomatic firearms by name, as well as certain kinds of shotguns. It also instituted a test that determined which guns were banned based on whether or not they had two or more ?military-style? features, such as a pistol grip, folding rifle stock, or barrel equipped for a silencer.


This one would ban 157 specific?guns, including the popular AR-15 style of semi-automatic rifle, and would require just one "military-style" feature to be prohibited.

Sen. Feinstein, who also proposed banning magazines that hold more than ten rounds of ammunition, foresees an "uphill" battle in Congress to pass a renewed ban on some of America?s most popular firearms.

The National Rifle Association will be among the legislation's chief foes.

"Senator Feinstein has been trying to ban guns from law-abiding citizens for decades," the NRA said in a statement. "The American people know gun bans do not work and we are confident Congress will reject Senator Feinstein?s wrong-headed approach."

Critics of the last law, which was implemented in 1994, argue that companies were able to easily bypass the two-feature test by simply removing one of the features, and continue producing what was effectively the same semi-automatic rifle.

Why gun groups say 'no way' to assault weapons ban

A report released by the Brady Center to Prevent Gun Violence in 2004 noted that under the last ban, ?gun manufacturers sought to evade the ban by producing weapons with minor changes or new model names.?

The new one-feature test could make that more difficult.?

?Her new bill demonstrates that the Senator has learned valuable lessons from the previous federal ban that was in place from 1994-2004,? the Coalition to Stop Gun Violence said in a statement. ?In particular, the change from a 2- to 1-feature test shows that she has taken significant steps to eliminate the loopholes that allowed the gun industry to manufacture ?copycat rifles? under the previous law, thereby violating its spirit and intent.?

A 2004 study conducted by the University of Pennsylvania for the Department of Justice found that the 1994 ban reduced the number of crimes committed with assault weapons. That decline in violence was offset by a rising number of crimes committed with other semi-automatic weapons not affected by the ban, however, the study found. As a result, the ban appeared to have ?no discernible reduction in the lethality and injuriousness of gun violence.?

Support soars for tougher gun laws, surveys show

?We have tried to learn from the bill,? Feinstein said at a press conference Thursday. ?We have tried to recognize legal hunting rights. We have tried to recognize legal defense rights. We have tried to recognize the right of a citizen to legally possess a weapon.?

While there are estimated to be about 110 million rifles in the United States, according to a report released by the Congressional Research Service in November, there are no reliable figures on how many firearms fitting the description of an assault rifle are in circulation. An estimated 1.5 million assault rifles were in circulation when the last ban was signed into law, according to the report.

Snorkeling a passion to discover the wonderful underwater world

Probably many of you have already made plans for long awaited summer vacations. If you have not yet made ??any vacation plans but you are willing to do something new, it is time to embrace a great summer passion, called snorkeling.

When the summer comes, our thought flies directly at the sea, seaside, sand, sun and ? wallowing from morning to evening. The sea has always offered new possibilities for fun for everyone and snorkeling is surely one of them.

What is snorkeling and how was it born?

Snorkeling is an underwater sport, largely inspired by the passion for diving. The required equipment is similar to that used by divers. The name of this sport is derived from English where ?snorkel? means ?with an oxygen tube.? The oxygen tube is one of the most important pieces of the snorkeling equipment, along with glasses (eye mask) and the artificial fins.

Snorkeling is a very interesting activity which allows observing and admiring the beauty of the underwater world. Nothing could be more pleasant than observing a special world, a world which for most people is a mystery that can be discerned only in photos taken underwater by others

Not everyone can practice scuba-diving, but snorkeling can be practiced by anyone, since it is a task much simpler and does not require complex training such as for diving in deep waters. Those who practice scuba-diving must prepare extensively before diving as they go to greater depths and this requires a high physical effort. Not the same can be said about snorkeling, this activity taking place on the surface and so it does not need intense training before, because the effort is minimal, which is why this passion suits people of all ages.

Although snorkeling is a relatively recent passion, it?s said that its history started to be written about 5000 years ago. People have always been concerned with exploring the seas, and new techniques were developed from one decade to another. Before the invention of the oxygen tank, people used very long cane sticks with which to breathe in order to sink. This technique dates back since the year 3000 BC. Another way by which people could dive and breathe while underwater was by inflating ?bags? with air made ??from animal skin. In ancient times, divers used these bags in their long expeditions on the seas. Around 333 BC, Alexander the Great encouraged the construction of a diving bell, an invention that was very helpful and highly appreciated by many people. Unlike the ?basic? animal leather, the bell allowed divers to breathe without returning to the surface. This technique was used until around 1600. Even though it was very useful, the diving bell did not allow a good mobility.

Gradually, technology began to be increasingly more advanced and invention of the air pump meant a step forward in terms of technical diving.

As we mentioned earlier, the oxygen tube is the most important item of equipment for snorkeling. But glasses are very important because they allow you to see clearly underwater. This is also one aspect that also makes this activity so attractive.

Snorkeling, sport or passion?

For people who want to practice scuba-diving, snorkeling can be a sport, or rather an exercise for those who want to evolve and embrace this career. But for most people, snorkeling is a passion with many advantages.

First, as we have already mentioned in the precious lines, snorkeling can be practiced by people of all ages, the main condition being that they know how to swim. Even if you do not have a workout before practicing this activity, people who try snorkeling for the first time will be guided by an expert with regards to how to breathe through the tube, but also how to swim in order to admire the beauties from the bottom without touching them or destroying them.

Snorkeling offers you the opportunity to see every time something new, interesting fish species, aquatic plants and special coral reefs. It is preferable to practice snorkeling in special places because, otherwise, there may be many risks. Water must be clear and calm, big waves representing a real risk even for people who know how to swim. It is not recommended to practice this activity in rocky areas, in areas where there are many currents and even in those where there are crafts. For these reasons it is recommended to choose areas especially designed for snorkeling, especially as they are arranged so as to present a fauna and a rich aquatic flora that can be admired by any tourists.

Those who practice snorkeling on vacation will definitely want to capture wonderful moments spent in the mysterious underwater world and can use waterproof cameras that will allow them to capture unique photos or video.

The appropriate equipment

Snorkeling is not a very expensive hobby regarding equipment because the investment is lasting. The material from which the ??mask for snorkeling is made is very important because it must provide maximum clarity. Besides fins, mask and tube, you should use a neoprene costume if the water is too cold.

So, for those who still have not decided how to spend their vacation in a unique way and who love the sea, the practice of snorkeling is more than an excellent idea that allows them to discover a new world, an underwater world full of mystery and color. Moreover, snorkeling is an activity that can be practiced by the entire family or with friends.

American dietitians, big 'food' companies & conflict of interest

I obviously follow like minded people on twitter because one item has dominated my timeline over the past 24 hours. Michele Simon, author of the brilliant book Appetite for Profit, has written a report called ?And now a word from our sponsors. Are America?s nutritional professionals in the pocket of Big Food?? I have no doubt whatsoever that they are.

In my 2010 book The Obesity Epidemic: What caused it? How can we stop it? the most shocking discovery in three years of research was captured in Chapter 15 of the book ? simply called ?Conflicts of interest.? The opening to that chapter forms the major part of this blog and is in blue below.

Appendix 1 to Michele Simon?s report quotes four Registered Dietitians (RDs) who express concern at being part of an organisation in bed with big ?food?. The American Dietetic Association (ADA) is now called The Academy of Nutrition and Dietetics (AND). You may spot an irony with this as this post unfolds ? the former ADA is trying to own the term nutrition while suppressing all nutritionists. The Appendix reveals that Carla is not a member of AND; Aaron was a member until 2013; Heidi has also left the organization and Denise is thinking about leaving. My timeline has been full of support for these pioneers in standing up to their professional body. I think a large issue has been overlooked.

If you read the extract from my book below you will see how a monopoly in dietary advice has been given to dietitians in America. This is how the big ?food? companies can get their return on their investment ? make sure that only dietitians are allowed to advise 300 million people and make sure we have them representing our interests. Did the ADA fund the legislation necessary to eliminate non-dietitians from the debate on healthy eating? Or did the funding come from the $467 BILLION in the kitty of the ADA friends?

If RDs in America really want to stand up for what is right they will also recognise the benefit that sleeping with the enemy has given them. While Denise is debating whether or not to leave AND, is she prepared to relinquish her monopoly position as a nutritional advisor? Is she prepared to return to a level playing field where advice shall stand or fall on the evidence ? whether that evidence comes from a registered dietitian, nutritionist or even a blogger who has done some independent research?

A couple of RDs saying that they don?t think Coca-Cola is a suitable partner does not impress me. When every RD in America leaves the AND and embraces open, evidence based debate on what really does count as healthy eating ? then I?ll be impressed.

Fiction or fact?

Imagine you are a multi billion dollar food/drink company. Your stakeholders are essentially customers, employees and shareholders. The company needs to grow ? growth means more returns for shareholders and employees may also benefit from higher returns. For real growth (beyond price inflation), you need any, or ideally all, of the following options: existing customers to buy more current products; existing customers to buy new products; new customers to buy current products and new customers to buy new products ? and that is generally recognised to be the order of difficulty.

Unless a private company, you have to report quarterly to world markets and your financial position is affected every time you do this and hence you are under continuous pressure to meet, if not exceed, expectations (you have to manage expectations very carefully, however, as exceeding them establishes a new norm). You are also doing none of this in isolation ? you have competitors who also want to grow. In fact they want to grow faster than you, so that they can get a better financial position from an influx of investors keen to benefit from their dividends.

The fact that real growth can never be sustained seems to have been overlooked by financial markets and investors. If the Top 10 listed companies in the USA were countries, with their revenue equating to GDP, they would fall into the range occupied by the Top 55 countries in the world.[i] America?s largest company, Wal-Mart, was noted in the 2010 Fortune 500 list as having a revenue figure of $408 billion. According to the International Monetary Fund list of companies by GDP, Wal-Mart would knock Sweden out of 22nd place on the world ranking. The compound interest calculation tells us that just 3.5% sales growth a year (a ?reasonable? shareholder expectation) would double the company revenue every 20 years.

So, expectations are unreasonable, you need growth and the last thing you want is anything that can threaten current revenue, let alone future developments. As a food/drink manufacturer you cannot afford to have any public health advice going against any of your products or planned developments. This would be disastrous. It would be really helpful in fact if public health advice could be promoting your products ? this would be idyllic. PepsiCo, the top company on the food consumer products Fortune 500 list, would surely welcome universal low calorie advice to be reiterated. Pepsi Max, Diet Pepsi ? you have many options to satisfy this want ? even cherry flavour. Kellogg?s, sixth on the Food Consumer Products Fortune 500 list, would no doubt be thrilled to hear the public being told to eat breakfast. Even better that the public are actively told to avoid bacon and eggs and thus (sugary) cereal becomes the normal start to the day.

It would be really helpful for food/drink companies if the public received a consistent message (supporting your products). That USA food pyramid?is just great for a cereal company ? five to eight ounces of grains per day and three cups of milk ? cereal is surely the easiest way to get those. The UK ?eatwell? plate?even has a box of cornflakes on it ? branded (Kellogg?s) in some versions. ?Base your meals on starchy foods?. Even the confectionery and soft drink producers have nothing to complain about ? the ?eatwell? plate has that great 8% segment (let?s round it to 10% ? that?s a good 200-250 calories a day for us). The USA government ?allows? the same with the discretionary calories covered in Chapter Thirteen. This is terrific stuff.

But, irritatingly, there are rogue traders ? nutritionists who tend to (quite outrageously) care about nutrition and the nutritional quality of things that we put in to our bodies. Many of them are telling people to avoid processed foods and sugar. Fitness instructors are telling people to avoid refined carbohydrates and to only eat whole grains, heaven forbid. Even chiropractors, for goodness sake, are advising people to avoid processed food, especially carbohydrates, to lose weight and ease the burden on joints and frames. This must stop.

Imagine then if you could contain dietary advice ? particularly all access to public health advice ? to one organisation. If only that one dietary organisation could have a monopoly on all dietary advice. Wouldn?t it be great if laws were passed so that no nutritionists, chiropractors, or any other qualified therapists could provide advice or run a practice ? that only the members of one dietary association could do this. How much easier things would be if food and drink companies could then sponsor just that one organisation and try to ensure that only the ?right? messages got out?

The plot for the next John Grisham novel? Sadly not. This is reality in 46 of the 50 States of America.

The American experience

The Commission on Dietetic Registration?(CDR) is the credentialing agency for the American Dietetic Association?(ADA).[ii]

Their mission statement is ?CDR protects the public through credentialing and assessment processes that assure the competence of registered dietitians and dietetic technicians, registered.?[iii]

The vision statement is ?The nation recognizes seeks out and relies on competent CDR credentialed registered dietitians and dietetic technicians, registered, for food and nutrition expertise.?

The CDR was formed in 1969. In 1976 the ADA constitution was amended to allow for registration separate from Association membership (this ensured that all dietitians would be part of the movement going forward, by virtue of being a dietitian rather than needing to be a paid up member of the ADA). In 1984 the first registration eligibility reciprocity agreement was signed with the Canadian Dietetic Association. In 1991 registration eligibility reciprocity was extended to foreign countries whose goals were comparable to CDR?s. In 1992 the first such agreement was signed with the Dutch Association of Dietitians. In 1995 the CDR filed registration eligibility requirements and reciprocity agreements with the USA Trade Representative Office and World Trade Organization. By 2010, 79,411 dietitians were registered with the CDR.

At the time of writing this book, 46 out of the 50 States of America have passed laws to regulate who is able to provide nutritional advice through licensure, statutory certification or registration. The full list of which states have passed each level of restriction is published in Appendix 4.[iv]

The most restrictive level is Licensing ? where statutes include an explicitly defined scope of practice and performance of the profession is illegal without first obtaining a license from the state. Nonlicensed practitioners may be subject to prosecution for practicing without a license. 35 states have gone for this highest level of legislation. 25 of these 35 bills were standard ADA bills ? the statute has clearly been submitted by the ADA to establish the monopoly position of their dietitian members. Of the 35 states that have passed bills for licensing regulations, 16 have stated that only dietitians can practise in the field of nutrition. Nutritionists may no longer do so. They must retrain as dietitians and become members of the ADA and be recognised by the CDR, or face prosecution. This is clear monopoly practice.

In nine states, nutritionists have been allowed to continue to do their jobs in accordance with their professional qualifications. However, the precise qualifications deemed acceptable have been narrowly defined by the state and many have added an additional requirement to complete 900 hours work under the supervision of a dietitian. This is insulting and restrictive.

A further 10 licensed states have also granted monopoly rights to dietitians, as their statutes use the terms dietitian and nutritionist, interchangeably, but to mean dietitian ? defined as a dietitian, again, registered with the ADA and CDR. As an example of legislative clauses, here are some extracts from the Tennessee statute:

-??? ?American Dietetic Association?? When the acronym A.D.A. appears in these rules it is intended to mean American Dietetic Association?.

-??? ?Dietitian and Nutritionist ? A licensed health care professional practicing dietetics/nutrition. ?Dietitian? or ?nutritionist? may be used interchangeably.?

-??? ?Registered Dietitian (R.D.) ? A person who is currently registered by the Commission on Dietetic Registration?of the American Dietetic Association.?

-??? ?It is unlawful for any person who is not licensed in the manner prescribed in T.C.A. ?? 63-25-101, et seq., to represent himself as a dietitian or a nutritionist or to hold himself out to the public as being licensed by means of using a title on signs, mailboxes, address plates, stationery, announcements, telephone listings, calling cards, or other instruments of professional identification or to use such titles as ?dietitian/nutritionist?, ?licensed dietitian?, ?licensed nutritionist? or such letters as ?L.D.N L.D.? or ?L.N.??[v]

This makes the law very clear ? these statutes serve to meet the requirements of the ADA i.e. thou shall be a dietitian registered by the CDR of the ADA, or thou shall be prosecuted.

The second level down is Statutory certification ? which limits use of particular titles (e.g. dietitian or nutritionist) to persons meeting predetermined requirements, while persons not certified can still practice the occupation or profession. Ten states have opted for statutory certification.

One state, California, has opted for Registration, which is the least restrictive form of state regulation. As with certification, unregistered persons are permitted to practise the profession.

Four states, Arizona, Colorado, New Jersey and Wyoming have, thus far, refused to pass the ADA sponsored legislation.

Dietitians in America, therefore, enjoy a unique monopoly position and they have unfettered access to hospitals, schools, large institutions, prisons ? all public health diet advice. When Michelle Obama?launched her childhood obesity initiative, at the United States conference of mayors on 20 January 2010, she said that mayors were key to making the plan work. In subsequent speeches, no mention of mayors was made. Perhaps someone had explained to the First Lady that mayors were not allowed to help with dietary programmes. As a result of the legislation passed by previous government, that was the domain of dietitians. Thanks to the elimination of, or at least strict control over, nutritional practice, in over ninety percent of the States in America, dietitians also have sole access to private health advice. So, it is critical for us to know who is behind this monopolistic advice.

The partners of the American Dietetic Association?(ADA) are as follows.[vi] The 2008 or 2009 revenue figures, for each sponsor, are alongside:[vii]

-??? Aramark (a ?dining away from home? company) ? $12.3 billion;

-??? Coca-Cola ? $31.4 billion;

-??? GlaxoSmithKline ? $45.2 billion (not listed on the web site, but listed in the 2008 ADA annual report);

-??? National Dairy Council ? The National Dairy Council is the nutrition research, education and communications arm of Dairy Management Incorporated. (All but one of the current spokespeople for the organisation is a registered dietitian);

-??? PepsiCo ? $44.3 billion;

-??? Unilever (including spreads) ? $55.8 billion (using a Euro dollar exchange of 1.4 for this Anglo Dutch company).

The premium sponsors of the American Dietetic Association?(ADA) are as follows:

-??? Abbott Nutrition (infant formulas, nutrition bars etc) ? parent company revenue was $30.8 billion;

-??? Corowise (including products designed to lower cholesterol) ? parent company, Cargill, revenue was $116.6 billion;

-??? General Mills (?the world?s sixth largest food company?) ? $14.9 billion;

-??? Kellogg?s ? $12.7 billion;

-??? Mars ? $30 billion;

-??? McNeil Nutritionals (makers of Splenda sweeteners) ? the revenue of the parent company, Johnson & Johnson, was $63.8 billion;

-??? SoyJoy (sugared cereal bars) ? the revenue of the parent company, Otsuka Pharmaceuticals, was $9.2 billion (on the web site, but not in the 2008 annual report);

-??? Truvia (sweetener) ? the parent company is Cargill, as above (on the ADA web site, but not in the 2008 annual report).

That adds up to $467 billion worth of revenue amongst a dozen organisations that sponsor the ADA.

There are also event sponsors listed in the 2008 annual report:

-??? American Beverage Association, formerly the National Soft Drink Association ? this is the ?voice? of the soft drink industry ? Coca-Cola and PepsiCo are members, as examples;

-??? ConAgra Foods ? producers of an assortment of processed foods for stores, restaurant and food service establishments;

-??? Post Cereals ? a cereal manufacturer;

-??? Safeway ? grocery retailer.

There is also mention in the 2008 annual report of funding from the Grocery Manufacturers Association. Finally, the annual report thanks donors who made gifts of $10,000 or more to support research, education and public awareness initiatives: Abbott Nutrition; Almond Board of California; American Council for Fitness and Nutrition; Aramark; The Beef Checkoff, through the National Cattlemen?s Beef Association; The Coca-Cola Company; Colgate Palmolive; Consultant Dietitians in Health Care Facilities DPG; Corowise brand; Dietitians in Nutrition Support DPG; Ecolab Inc.; Ensure; General Mills; GlaxoSmithKline Consumer Healthcare; Kellogg Company; Kraft Foods; Mars, Incorporated; McNeil Nutritionals, LLC; Mead Johnson Nutritionals; National Dairy Council; PepsiCo; Unilever and Washington State Dietetic Association.

For the year ending 31 May 2008, total revenue for the ADA was just short of $32 million. $2.7 million was noted as coming from sponsorship. I have no idea how much it costs to sponsor legislation in 46 states across America. More than a couple of millions I suspect. Lobbying may have been funded directly from partner/sponsor organisations, but this is not about a forensic exercise in multi billion dollar balance sheets. This is about two thoughts to put to you:

1)? What do the American Dietetic Association?and their partner/sponsor organisations from the food, drink and drug industries stand to gain from this legislation?

2)? What does America and its 309 million citizens stand to lose?

First Clip Of Steve Jobs Movie 'jOBS' Has Been Released -- And It's Not Half-Bad

With the premiere of the Steve Jobs biopic "jOBS" quickly approaching this month, its creators are doing something Apple never would: Pumping up excitement by offering a sneak-peak.

Ashton Kutcher, of That 70's Show and being-married-to-Demi-Moore fame, plays Apple co-founder Steve Jobs, and he might make for a less obnoxious Jobs than we had previously thought based on the above clip, which was teased on a few sites on Thursday, including Entertainment Tonight and Entertainment Weekly.

In the clip, Jobs, played by Kutcher, discusses a future filled with home computers with fellow future Apple co-founder Steve Wozniak (played by Josh Gad). "Even if you were developing this for freaks like us -- and I doubt you are -- nobody wants to buy a computer," an incredulous Woz tells Jobs.

"How does somebody know what they want if they've never even seen it?" Jobs snaps back. The dialogue is tight enough to make you think Aaron Sorkin wrote it. (He did not, though Sorkin is making his own Jobs biopic separate from Kutcher's and director Joshua Michael Stern's project.)

US officials defend handling of Boeing 787 mishaps

WASHINGTON (AP) ? Obama administration officials struggled Wednesday to defend their initial statements that the Boeing 787 Dreamliner is safe while promising a transparent probe of mishaps involving the aircraft's batteries.

Transportation Secretary Ray LaHood stood by his Jan. 11 assertion that the 787, Boeing's newest and most technologically advanced airliner, was safe. At that time, LaHood and the head of the Federal Aviation Administration, Michael Huerta, declared the plane fit to fly despite a battery fire in one plane.

Five days later, following another battery mishap that led to an emergency landing of a 787 in Japan, LaHood and Huerta ordered United, the lone U.S. carrier with 787s, to ground the planes. Authorities in Europe and elsewhere ? including Chile, Poland, Ethiopia, Qatar and India ? swiftly followed suit. Two Japanese airlines voluntarily grounded their planes before FAA's order.

Overall, 50 Dreamliners have been grounded worldwide. FAA's order applies only to United's the six 787s.

"On the day we announced the planes were safe they were," LaHood told reporters at an aviation industry luncheon. He became testy when a reporter pressed him on whether his initial pronouncements had been too hasty.

"I'm not doing these hypothetical look-backs," he said. "We did what we did."

What changed between Jan. 11 and FAA's issuance of a grounding order on Jan. 16 was that a second battery failure occurred on an All Nippon Airways 787 while the airliner was in flight, said Huerta, who joined LaHood at the luncheon. In the first incident, the battery fire occurred in a Japan Airlines 787 that had already landed at Boston's Logan International Airport and was empty of passengers.

"We took the action we took (to ground the planes) because we saw a hazard," Huerta said.

The National Transportation Safety Board is also investigating the battery fire in Boston and has sent a representative to Japan to assist authorities there with their investigation of the second. The board has not so far said the battery problem would endanger the safety of the plane in flight nor recommended that the planes be grounded.

The board's technical experts are in possession of the battery that caught fire and are effectively performing an autopsy on its charred insides in a search for clues to what caused the conflagration. It took firefighters about 40 minutes to put out the fire.

The NTSB is the nation's independent accident investigation board, while FAA regulates aviation safety.

FAA is working as quickly as possible to find the cause of the problems, assembling a team of technical experts that includes experts from industry as well as the agency's staff, Huerta said. The review includes not just the 787's ground-breaking lithium-ion battery system, but how that system works with the aircraft's electronic systems, their certification, manufacture and assembly, he said.

Huerta declined to say when FAA might lift the grounding order.

"We don't know yet what caused these incidents yet. When we know the cause we will take appropriate action," he said.

The officials emphasized that the investigation would be completely transparent so that the public will have confidence in the outcome.

LaHood denied that Boeing had asked the government to lift the grounding order.

"Absolutely not," he said. "Boeing is cooperating 100 percent with the review."

The groundings have been a nightmare for Boeing, which competes with Airbus for the position as the world's largest commercial aircraft maker. At the time of the groundings, Boeing had orders for more than 800 of the planes from airlines around the world attracted by the 787's increased fuel efficiency. The aircraft maker has said it has stopped delivering new planes to customers, although it is continuing to manufacture them.

The 787 is the world's first airliner whose structure is made mostly from lightweight composite materials. It also uses electronic systems for most of its functions instead of hydraulic or mechanical systems. And it is the first airliner to make extensive use of lithium ion batteries, which are lighter, can hold more energy and are easier to fit into odd-sized spaces in airplanes than other types of batteries.

The FAA certified the 787 battery system even though lithium ion batteries are more susceptible to catching fire when they overheat or short-circuit than other types of batteries. Boeing built several safeguards into the design of the battery system.

U.N. clinches global deal on cutting mercury emissions

GENEVA (Reuters) - More than 140 countries have agreed on the first global treaty to cut mercury pollution through a blacklist of household items and new controls on power plants and small-scale mines, the United Nations said on Saturday.

The legally-binding agreement aims to phase out many products that use the toxic liquid metal such as batteries, thermometers and some fluorescent lamps, through banning global import and exports by 2020.

The treaty will require countries with coal-fired power plants such as India and China to install filters and scrubbers on new plants and to commit to reducing emissions from existing operations to prevent mercury from coal reaching the atmosphere.

"We have closed a chapter on a journey that has taken four years of often intense but ultimately successful negotiations and opened a new chapter towards a sustainable future," said Fernando Lugris, chair of the negotiations.

The deal also includes measures to reduce mercury use in small-scale gold mining, although stopped short of an all-out ban. Gold prices near $1,700 a metric ton have spurred the use of mercury as a catalyst to separate gold from its ore.

Emissions of mercury from artisanal and small-scale gold mines, which are usually unofficial and often illegal, more than doubled to 727 metric tons in 2010 from 2005 levels, overtaking coal-fired power plants as the main source of pollution from the metal.

The Minamata Convention on Mercury - named after the Japanese city where people were poisoned in the mid-20th century from industrial discharges of mercury - needs ratification from 50 countries and is expected to be formalized later this year.

The treaty requires governments to draw up national rules to comply and could take between three to five years to take effect.

As mercury, also known as quicksilver, is released to the air or washed into rivers and oceans, it spreads worldwide, and builds up in humans mostly through consumption of fish. The brains of fetuses and infants are particularly vulnerable to damage from mercury.

Officials said the financing required to bring in cleaner technology for industry and help developing countries come up with local solutions was one of the major sticking points of the six-day negotiations.

"Financing was agreed very early this morning and it was one of the most difficult aspects," said Lugris.

Japan, Norway and Switzerland have made initial pledges totaling $3 million in financing and an interim financial arrangement will be discussed in April by the Global Environment Facility, said Tim Kasten, head of the chemicals branch of UNEP.

Countries failed to agree on including vaccines where mercury is sometimes used as a preservative.

SOFT LANGUAGE?

While negotiators celebrated the deal reached after all-night talks in the fifth and final round of talks, the response from some non-governmental organizations (NGO) was more muted.

"The treaty will not bring immediate reductions of mercury emissions. It will need to be improved and strengthened, to make all fish safe to eat," said David Lennett from the Natural Resources Defense Council.

NGO IPEN, which aims to reduce the health risk of chemicals, described the language of the treaty as "soft" and "somewhat voluntary in nature" and said it was unlikely to result in a global reduction of mercury releases.

"Countries that do not want to do this can escape quite easily," said IPEN's Joe DiGangi.

In one notable climbdown, countries abandoned their goal of setting concrete targets for pollution levels from coal-fired power plants and cement factories, but negotiators said they would defer these discussions to a later meeting.

For mining, the treaty requires action from governments to reduce mercury use where artisanal and small-scale gold mining is "more than insignificant" but has no list of countries.

Alternatives to mercury in small mines are available, such as magnetic sluices, but developing countries have complained about the cost of implementation.

Many developing countries including Brazil and Mali strongly resisted attempts to limit imports of mercury, according to IPEN, because of the economic importance of small mines.

"The supply is still available, the practice of artisanal mining is still polluting and we are left with a mess at the end and there is no funding to clean it up," said DiGangi.

Artisanal and small gold mines now account for around 35 percent of global mercury pollution, according to a study by the U.N. Environment Programme published last week.

Other NGOs welcomed the number of products included in the treaty.

"The list of products was much longer than we expected," said Elena Lymberidi-Settimo, a coordinator at Zero Mercury Working Group. "The treaty sends the right market signal and will eventually lead to less exposure worldwide."

Many nations have already tightened laws - the United States barred exports of mercury from January 1, 2013. The European Union, until 2008 the main global exporter, barred exports of the liquid metal in 2011.

A helicopter's pilot and a bystander on the ground was killed in central London this morning when it hit a crane and fell to the ground in a fiery crash. NBC's Michelle Kosinski reports.

LONDON ? Two people were killed and nine others injured when a helicopter apparently hit a crane atop a skyscraper and then crashed on a street in the U.K. capital Wednesday morning, police said.

The crash, which happened at 8 a.m. local time (3 a.m. ET) in the South Lambeth area of London, caused a large fire that badly damaged at least one car on the ground.


"At this early stage, it appears the helicopter was in collision with a crane on the top of a building," a spokeswoman for London's Metropolitan Police said.

She said that two people were "confirmed dead at the scene." One person was taken to a nearby hospital in a "critical condition," three others were taken to a hospital with minor injuries while five people were treated at the scene for minor injuries, she added.

Police Commander Neil Basu told reporters that the pilot of the helicopter was killed in the crash.

The helicopter struck St. George Wharf Tower, a 50-story residential block that is still under construction.

In a message on Twitter, London Fire Brigade said they had "rescued a man from a burning car at the scene of the helicopter crash."

In a statement on its website, the fire brigade said 60 firefighters, eight fire engines and four rescue vehicles were sent to the area.

?Firefighters are also attending reports of a crane in a precarious position,? it added.

A photograph posted on Twitter that purported to be of the scene showed an area of fire on a road with a large plume of smoke rising up.

'Massive explosion'Craig Dunne, who was on his way to work at the time of the crash, told BBC News that there had been ?a massive explosion.?

?There were cars - three cars on fire - people screaming shouting and hollering, and the next thing I know there are police, ambulances and everything everywhere and people going crazy. It?s madness - absolute madness,? he added. He said the crane was ?in pieces.?

Robert Oxley, who was also near the site of the crash, told the U.K.'s Sky News that he could see the?damage to the crane from the ground.

"There a very low-hanging cloud which actually means you can barely see the top of the building ... I can see parts of the crane hanging down," he said.

Weather Channel meteorologist Kevin Roth said that visibility in London ranged from near zero to 3 miles.

The crash scene is close to?the London Heliport, a commercial airbase on the south bank of the city?s River Thames.

New smartphone apps now let you snap a picture and upload it for a skin cancer check. Sure sounds a lot easier than trekking into the dermatologist, right? But a new review of these apps finds that most of them are not very accurate.

Dermatologists uploaded 188 images of skin lesions to four different app-based services. The apps, which are unregulated, mostly use algorithms to judge?often in less than a minute?whether the spot is benign or something to get checked out. Three of the four apps failed to catch at least one-in-three known cases of melanoma. The apps also falsely identified plenty of benign growths as possibly cancerous. The fourth app, which did okay, actually used board-certified dermatologists to review images. It was the most expensive at five bucks per assessment and took 24 hours.

Mechel Glass is helping a new generation of veterans learn to manage their money ? and she sees firsthand the unique personal finances challenges veterans face.?

Glass, an Army veteran herself, knows that serving veterans well goes far beyond understanding military benefits and special tax rules. Even the way she approaches her clients is different ? in part because many veterans return from deployment struggling with the symptoms of post-traumatic stress disorder and traumatic brain injury, which can include forgetfulness, anxiety, angry outbursts and an inability to focus.

She also trains other financial counselors to serve veterans through a program called?CredAbility ReConnect. In an interview recently, she told me about some of the hurdles new veterans face and shared some of the key advice she gives to other counselors who want to serve them.

Understand deployment

When I left high school and joined the military at 17, I didn?t have any financial literacy knowledge. For many in the military, this is their first job and this infusion of cash is something really surprising.

Many of them sign up for jobs that give bonuses. And when they are deployed to a combat zone, they get hazard pay. Then there are the tax incentives ? you don?t have to pay taxes on certain types of military income.

They are insulated ? they?re living in their barracks so they don?t have to pay for housing. Your clothing, food and medical ? all these things are taken care of. You?re not paying for a gym membership because you?ve got regular physical training. Typically, a lot of their money ends up going to entertainment like DVDs and video games. They get used to that lifestyle.

Often they don?t really think about the uniqueness of their situation. When I was in the military, my number-one priority was my duty. It was following commands and making sure I?m making the right decision for my team ? get the job done, get it done right and be sure you?re protecting your people.

Then in downtime of course, they?re not thinking about managing their money; they?re thinking: ?Alright, I survived this day and tomorrow I?ve got to go right back out there.?

It?s a very traumatic, emotional time. They are dealing with a lot of stress. For our young recruits, they might never have left their state before their deployment. Everything is new for them.

Understand what it?s like to come home

It?s hard to connect back to civilian life when you?ve been insulated in the military. You?ve been gone for a number of years. You?re trying to come back and reconnect emotionally with your family, with your community and with all of the things that have changed. Nothing is the same as it was when you left. That causes a tremendous amount of stress. Even if you weren?t deployed in battle, still it was a time of war and there are things that were required of you ? it causes stress.

When you step off the plane, you have to go through this process of getting integrated with the Department of Veterans Affairs so you can get your benefits. You have to decide, ?What are my long-term goals? Am I going to use money to buy a house with VA loans or use the G.I. Bill to go back to college?? There are a lot of decisions you have to make in a quick amount of time, and you don?t know which decisions have to be made right away and which decisions can wait.

Often, new veterans have been deployed numerous times. When they come back, they find that there is no employment available for them ? and if they find a full-time job, they may have to leave it for another deployment. For National Guard members, sometimes those folks make a lot more money as civilians than when they?re on active duty.

Understand the problems that go beyond money

Of course, many of our veterans are coming home with PTSD or TBI. And really, trying to address the emotional issues is something they have to do first.

Our counselors are trained in how to deal with veterans who have PTSD. You don?t want to make rash movements. You want them to be able to stand up and express themselves. Some counselors might feel uncomfortable when they are trying to counsel someone who is standing up and walking back and forth ? but if the person wants to stand up and pace it?s okay for him or her to do that. We want to be sure that veterans feel comfortable with us and that we know what they?re going through. Many of our counselors are veterans themselves.

I was at Dobbins Air Reserve Base, talking to the wife of a veteran. Her husband had just gotten back from deployment about three weeks earlier and she said, ?You know, we?re not behind on our mortgage yet. Right now I?m struggling with just paying the gas bill and I can?t seem to get him off the couch. I?m sick of nagging him.?

He had severe PTSD, and she was just trying to figure out what to do. You can?t focus on anything. You may have nightmares over and over and you may feel like you?re all alone ? like you?re drowning in a deep hole of depression and there?s no way out. You don?t want to think about anything else. Everything feels so dark and cold. You don?t know where to turn. You can?t focus on anything, much less on paying a gas bill. You don?t have the wherewithal to get up off that couch.

This how it starts: When you?re in the service, everything is going fine. You?ve got that regular paycheck coming in. Then when you get out, you know, maybe you?ve got a car and an apartment and everything is going well. Then one day you just can?t get out of bed to go to work. The next day your employer is calling, asking where you are. You can?t even explain it. So they let you go and now you can?t pay your bills. Your car gets taken away and you get an eviction notice. You?re still just sitting there because you?re still trying to deal with the emotional impact of what happened to you during your service. You are overwhelmed and feeling a sense of shame. Your family doesn?t know what you?re going through and you don?t want to be a burden to them so you don?t reach out to them.

You had people following your lead in the military. You were protecting people. Now you can?t protect yourself. So there is a lot of shame, which is why a lot of them don?t reach out for help. Everything just starts piling up and the next thing you know maybe you?re out on the street.

That happens so often to our veterans. We have to have some kind of safety net so if they do make that first wrong step, it doesn?t snowball.

Yet for Teller, even highly paid commercial work can tend to resemble a personal project. He has appeared in many of his own professional shoots, ?starring? alongside fellow artist Cindy Sherman in a campaign for Marc Jacobs handbags.

But those who only know the German for fashion and music may be surprised by the honesty and narrative in his personal work. Included here are the controversial shots and columns he sent weekly to Die Zeit. Two further series document the artist?s home life in both Germany and Suffolk.

That?s not to say you won?t find the likes of Lily Cole, Kate Moss and Vivienne Westwood here. They adorn the white walls of the ICA too. But perhaps the strength of this show will be the way Teller moves between two worlds. To focus on one or the other would only be to tell half the story.

Ancient tombs unearthed in Egypt

Italian archaeologists have unearthed tombs in the southern Egyptian city of Luxor that are more than 3,000 years old.

Egypt's antiquities ministry says the tombs were found under the mortuary temple of the Pharoah Amenhotep II, who reigned from 1427 BC to 1401 BC.

The temple is located on the western bank of the River Nile.

The ministry said remains of wooden sarcophagi and human bones were found inside the tombs.

Jars used to preserve the liver, lungs, stomach and intestines of the deceased were also found, decorated with images of the four sons of the god Horus.

The figures - which have the heads of a human, a baboon, a jackal and a falcon - were believed to help the soul find its way to heaven.

Wafaa Elsaddik, a professor of Egyptology, told the BBC the find was significant because it showed that temples were not just used for worship, but for burial as well.

She said the jars were of very good quality which suggested that the tombs had belonged to wealthy people.
