Analysis: Anti-Islam film diverts world's attention from Syrian civil war

BEIRUT - For the embattled Syrian regime, the crudely produced film mocking Islam that has unleashed fury across the Muslim world could not have come at a better time.

Images of furious protesters targeting Western diplomatic sites in Libya, Egypt, Pakistan and elsewhere have diverted the world's gaze from the bloodstained streets of Syria, where President Bashar Assad is trying to crush an 18-month-old uprising.

The crisis over the film also has reinvigorated militant rhetoric that U.S. and Israel are the real enemies of Muslims, taking the heat off of both Assad and his loyal and powerful ally in neighbouring Lebanon, the militant group Hezbollah.

On Tuesday, Syria's Cabinet condemned the movie, titled "Innocence of Muslims." In its first official reaction, the Cabinet said the film about the Prophet Muhammad is "cheap and provocative," adding that it's "part of a Western project that aims to infringe upon the nation's heritage and symbols ... as a prelude to control its potentials and wealth."

It remains to be seen whether the controversy will result in any lasting gains for Syria or for Hezbollah, whose reputation has suffered severely for siding with the Assad regime even after supporting revolts in Egypt, Tunisia, Libya and Bahrain.

The demonstrations over the film, while fervent, were relatively small to begin with, and they appear to be tapering off in the Arab world. Still, Hezbollah is determined to keep them going, which serves the interests of the Shiite militant group as well as Assad.

Assad's fall would be a nightmare scenario for Hezbollah. Any new regime led by Syria's majority Sunni Muslims would likely be far less friendly ? or even outright hostile ? to Shiite Muslim Hezbollah. Iran remains the group's most important patron, but Syria is a crucial supply route. Without it, Hezbollah will struggle to get money and weapons as easily.

The Syrian conflict has descended into a civil war, with neither side able to strike a definitive blow against the other. The result is a murderous stalemate, with a growing sense of worldwide horror over violence that activists believe is responsible for killing 23,000 people.

The prophet film, however, has exposed a well of deep anger and frustration directed far beyond Syria's borders ? and Syria and its allies are seizing on it.

In his first public appearance since 2011, Sheikh Hassan Nasrallah told tens of thousands of rapturous supporters Monday that there must be sustained demonstrations against the film.

There are four more rallies planned this week in Lebanon, starting Wednesday, as Hezbollah tries to redirect popular rage against the U.S., describing the film ? which is amateurish and intentionally provocative ? as an unprecedented attack on Islam.

"The world should know that our anger is not a passing thing. ... This is the start of a serious campaign that must continue all over the Muslim world in defence of the prophet of God," said Nasrallah, who rarely appears in public for fear of assassination.

"As long as there's blood in us," he added, "we will not remain silent over insults against our prophet."

Nasrallah has said he considers the film the worst insult to Islam mainly because it is available online and anyone can access it.

"I think that this level of offence is very big, very grave and unprecedented," he said in a televised speech recently. He said the film is more of an insult than the 2005 publication by a Danish newspaper of cartoons depicting the prophet, which unleashed a wave of violent protests by Muslims; and British author Salman Rushdie's 1988 novel, "The Satanic Verses," inspired in part by the life of Muhammad.

Iran's Ayatollah Ruhollah Khomeini issued a religious edict in 1989 calling for Rushdie's death, leading the writer to live in hiding for a decade.

Hezbollah is harnessing the outrage over the film, an apparent attempt to keep the issue alive and to bolster its standing a defender of Muslim dignity and a moral force in the Arab world. Many in the crowd Monday wore headbands of green and yellow ? the colours of Hezbollah; others hoisted Syrian flags to show their allegiance to Assad, a sign of the strong links between Syria and Hezbollah.

But the group also appeared to be trying to ensure the gatherings don't descend into violence, planning them only in areas where Hezbollah has control. None of the rallies targets the heavily fortified U.S. Embassy in the hills outside Beirut.

The movie portrays the Prophet Muhammad as a fraud, a womanizer and a child molester. Protesters have directed their anger at the U.S. government, insisting it should do something to stop it, although the film was privately produced. Secretary of State Hillary Rodham Clinton criticized it as "an awful Internet video that we had nothing to do with."

For the moment, the masses who have risen up against Assad appear to be drowned out by those chanting against more familiar enemies ? the United States and Israel.

"Death to America!" the crowds shouted Monday in Beirut. "America is the great Satan!"

Intel agencies warned U.S. Embassy in Egypt of possible violence

WASHINGTON (Reuters) - A U.S. intelligence cable warned the American Embassy in Cairo of possible violence in response to Arabic-language broadcasts of clips from an anti-Muslim film, U.S. government sources said on Monday.

The cable, dispatched from Washington on September 10, the day before protests erupted, advised the embassy the broadcasts could provoke violence. It did not direct specific measures to upgrade security, said the sources, who spoke on condition of anonymity.

However, under standard diplomatic procedures, Egyptian government officials and security forces were notified of U.S. concerns, since host governments are responsible for ensuring the security of foreign diplomatic missions on their soil, the sources said.

Copies of the cable were not sent to other U.S. outposts in the region, including the U.S. consulate in Benghazi, Libya, where violence took the life of U.S. Ambassador Christopher Stevens and three other Americans. The ties between the Benghazi violence and the crude anti-Muslim film are still unclear.

The sources said the cable, which is still classified, was sparked by the broadcast on Saturday, September 8 by al-Nas, an Egyptian satellite TV network, of what its presenters described as extracts from an English-language film denigrating the Prophet Mohammad.

That broadcast said the clips from the American film had been uploaded on the YouTube website by "migrant Coptics," a reference to exiled members of a Christian sect with a large minority presence among Egypt's Muslim majority.

The film, called "Innocence of Muslims," portrayed Mohammed as a womanizer, thug and child molester.

In the warning cable, intelligence officials in Washington advised the embassy in Cairo the film clips had been translated into Arabic and were being disseminated via social media.

CLIPS WENT VIRAL

On Tuesday morning, before the protests began, the embassy posted a statement on its Facebook page which, according to a senior U.S. official, condemned "the continuing efforts by misguided individuals to hurt the religious feelings of Muslims," a reference to the film.

It is not known if that posting was prompted by the U.S. intelligence warning. The statement was later pulled from the Internet because it was not coordinated with the State Department in Washington, the official said.

While the TV broadcast of the clips, on a talk show hosted by an Islamist preacher, did not get much attention, once the material was posted on social media, including YouTube, it went viral. Through the cable, the U.S. Embassy was "made aware this is happening," a U.S. official said on condition of anonymity.

Another source said that because the broadcast and concerns about possible violence were specific to Egypt, the warning message was not sent to other U.S. Middle Eastern outposts.

State Department spokeswoman Victoria Nuland said staff were "well aware" that the video was being used to whip up strong feelings and could lead to demonstrations, and that most of the Cairo embassy staff had been instructed to stay home that day even before the protests began.

"So when we had the difficulties, there was actually minimal staff in the building because we were already alerted and we had alerted the Egyptians as well," she told a news briefing.

Not long after violent protests broke out on Tuesday, September 11 at the embassy in Cairo, violence also broke out in Benghazi. In ensuing days, anti-Western protests, many of them violent, took place in Yemen, Tunisia, Sudan, Afghanistan and other Muslim-majority nations.

President Barack Obama's administration has strongly denied it had advance warning about the Libya attack and has said it is still trying to figure out how it occurred and who carried it out.

Eyewitnesses and some U.S. officials have said the Benghazi attack appeared to be well-organized, and militants displaying banners of a group called Ansar al Sharia appeared to have been deeply involved in the violence.

FIFA's goal-line technology on schedule in Japan

ZURICH (AP) -Officials from two FIFA-approved goal-line technology systems have arrived in Japan on a Club World Cup inspection visit, hours after English football witnessed yet another disputed incident.

Everton was denied what appeared a clear goal against Newcastle in a Premier League match on Monday, as a referee's assistant did not spot that the ball had crossed the line.

FIFA says introducing goal-line technology is on schedule, and it is joining English firm Hawk-Eye and German-Danish project GoalRef this week at stadiums in Toyota and Yokohama where their systems will be used at the Dec. 6-16 club tournament.

FIFA's law-making panel cleared the technology for use in competitive matches in July after both passed two rounds of extensive tests.

Hawk-Eye and GoalRef are also scheduled for use at FIFA's Confederations Cup in Brazil next June.
